for the
University Consortium for Science and Technology
BALTECH


Article 1. General provisions

1.1. The University Consortium for Science and Technology, BALTECH, is an association of partner universities.

1.2. The mission of the Consortium is to advance partnership and co-operation in the Baltic Sea region in natural and engineering sciences, technology development and industrial management.

1.3. The University Consortium for Science and Technology, BALTECH, operates on the basis of the Consortium Agreement and in accordance with the present Statutes.

1.4. The eight partner universities of BALTECH are (in alphabetic order of countries):
- Tallinn University of Technology, Estonia,
- Helsinki University of Technology, Finland
- Riga Technical University, Latvia,
- Kaunas University of Technology, Lithuania,
- Vilnius Gediminas Technical University, Lithuania,
- Linköping Institute of Technology/Linköping University, Sweden,
- Lund Institute of Technology/Lund University, Sweden,
- The Royal Institute of Technology, Stockholm, Sweden,


1.5. BALTECH is open to other universities of the Baltic Sea region on the decision of the Rector’s Conference.



Article 2. Aims and Objectives

2.1. The aim of BALTECH is to develop stable and confident relationships between its partners, which will lead to closer co-operation, based on mutual respect for each country's educational system and cultural heritage.

2.2. In the long-term perspective the aim of BALTECH is to create a virtual Baltic Sea region University of Science and Technology. This will be a strategic resource for long-term development of education and research, in accordance with the needs of the region, and the need for sustainable development and further integration into the European Union.

2.3. BALTECH has the following basic objectives, i.e. to: (WHAT ARE THE KEY GOALS?)

2.3.1. take an active part in developing the policies of higher education and science in the Baltic region countries;
2.3.2. provide scientific expertise and to give expert conclusions on principal questions of technology development in the Baltic region countries;
2.3.3. stimulate the integration into European education and research systems;
2.3.4. encourage novel study programs and courses in different fields of science and technology;
2.3.5. support the integration of higher engineering education with research and technology development as well as to promote efficient methods for training engineers and technologists;
2.3.6. promote innovation in engineering and technology education;
2.3.7. participate in international assessments of study programs and research projects;
2.3.8. support the mobility of academic and administrative staff members and students including mobility in the framework of different European Union programs;
2.3.9. support the organisation of international congresses, conferences, meetings in order to to disseminate new achievements in research and development;
2.3.10. promote joint research projects, especially in interdisciplinary fields;
2.3.11. strengthen the development of relations between universities and industry;
2.3.12. consider the industry's requirements for engineering and technological education;
2.3.13. encourage new approaches in the management of engineering and technology education;
2.3.14. promote continuing and distance education for engineers and technologists;
2.3.15. encourage the awarding of joint degrees;
2.3.16. maintain and keep the principles of scientific research ethics and discussion;
2.3.17. create a BALTECH information network;
2.3.18. support further development of the infrastructure of the partner universities.


Article 3. Governing body of BALTECH

3.1. The Rector’s conference of the Consortium is the highest decision making body of BALTECH.

3.2. The rectors of all BALTECH member universities constitute the Rector’s Conference

3.3 The Rector’s Conference of BALTECH is headed and represented by the Chairman from the university presiding over BALTECH.

3.4. The Chairman of the Rector’s Conference is elected, for a period of two years, whereafter the presidency of BALTECH is handed over to the next university, according to agreement among the members of the Rector’s Conference.

3.5. The same person can not be elected Chairman of the Rector's Conference more than twice.

3.6. The everyday work of BALTECH is organised by the Board appointed by the Rector’s in the Rector's Conference

3.7. The rector of each member university appoints a delegate to represent the university in the Board of BALTECH for a period of two years.

3.8. The competence of the Board is determined by special regulations accepted by Rector’s Conference

3.9. The Chairman of the Board is appointed by The Chairman of the Rector’s Conference


Article 4. Budget and accounts

4.1. The resources of BALTECH consist of:

4.1.1. any funding from member universities;
4.1.2. any subsidies which may be granted by the separate states, regional or local authorities;
4.1.3. any subsidies which may be granted by European or other international bodies;
4.1.4. any subsidies or subscriptions from individuals or institutions accepted by the Board;
4.1.5. any other resources authorised by the Board.

4.2. The Board approves the budget of BALTECH.

4.3. The dates of financial and accounting year are following the regulations of the hosting university.


Article 5. Membership

5.1. All partner universities of BALTECH have equal rights and obligations.

5.2. The joining of BALTECH by other universities of the Baltic Sea region has to be accepted by the Rector’s Conference on the basis of the Agreement made with this university.

5.3 Any member can withdraw upon request.

5.4 The Rector’s Conference decides on the membership fee.



Article 6. Administration and Coordinaiton of the Consortium

6.1. The Board decides on the procedure of BALTECH administration and location of the Office.


Article 7. Duration, and termination of the agreement

7.1. The Consortium Agreement shall become effective on the date of signing by the official representatives of the partner universities/institutions of technology, and shall be valid for a period of five (5) years.

7.2. The Consortium Agreement has to be renewed for a subsequent period before the date of expiration upon the consent of the partner universities/institutions of technology.


Article 8. Amendment of the Statutes

8.1 The Statutes of BALTECH may be changed by unanimous decision of the Rector’s Conference.
